This spell is used to construct a building if you have the materials, the cooldown is equal to how long it would have taken to build manually. Spell requires a floor plan or blueprint, does not need to be official, helps if the person is imagining the building while casting spell.

Asked: will build the asked for building in the most befitting sense.
Planned: Requires blueprints, will create the exact building provided the matierials are all accounted for down to the last detail.

This spell is instant after casted however the wait before it can be used again by the book is equal to how long it would have taken the amount of people gathered around the book during the casting.
